Many factors motivated lawmakers to address health care this year. One in six Americans are uninsured. Higher unemployment means that many more fear that they may lose their insurance or become underinsured. Experts consider high medical costs borne by employers and government unsustainable, and quality outcomes in the US lag behind most industrialized nations.
